D.C. Vital Records Reform Bill Authored by Rudi Schreiber, ’95, Signed by Mayor Bowser

D.C. Mayor Muriel E. Bowser (D) signed the Vital Records Modernization Act of 2018 this past week. The legislation, which makes a number of critical updates the District’s vital records law, was authored by UDC Law alum Rudi Schreiber, ’95, former Deputy General Counsel of the D.C. Department of Health. Marti Doneghy, ’17, and Robert Baldwin III, ’15, assisted Schreiber in researching and drafting the reform while interns with the D.C. Department of Health. The legislation will now undergo congressional review pursuant to the D.C. Home Rule Act.

The bill’s passage marks another successful collaboration across multiple generations of UDC Law alumni. The reform adopts a number of important changes to the District vital records law, including measures to better secure vital records information against identity theft and to recognize the right of transgender and gender non-conforming D.C. residents to align birth certificates and other vital records with their gender identity.

“People may think that vital records is one of the unsexiest parts of government, but, in the years I have been working with three different registrars, I have found it to be quite the contrary,” said Schreiber. “The documents it provides document citizenship, gender identity, membership in a family, and span from birth to death.”

Now retired after decades of service in the District government, Mr. Schreiber has been a mentor to UDC Law students and a champion of the law school’s for many years. He authored the 1998 bill renaming the law school to honor the legacy of civil rights attorney and former D.C. Council Chair David A. Clarke, who was a strong advocate of the law school’s mission.
