UDC Law Prof. Rafael Cox Alomar: Long-term Energy Strategy Key Challenge for Puerto Rico Recovery

Puerto Rico still faces extensive recovery after Hurricane Maria destroyed the island’s infrastructure in September. Three quarters of residents still do not have power, and UDC Law Professor Rafael Cox Alomar says the time table is likely “much more conservative” than Governor Ricardo Rosselló’s December 15 estimate for 95% restoration of power. Furthermore, Professor Cox Alomar cautions that reactivating the grid is only part of a larger set of challenges to the US territory. He told The Dialogue’s Latin American Advisor, “Although in the short-run the island’s more pressing challenge is turning power back on, articulating a long-term energy strategy for a bankrupt Caribbean island that could potentially face many more hurricanes the size of Maria in the not-so-distant future will prove to be an even more unfathomable task.” Read the rest of Professor Cox Alomar’s comments in the November 10 issue of the Latin American Advisor’s Energy Advisor.

Professor Cox Alomar often lends his expertise on law and policy issues in Puerto Rico, Cuba, and the Latin American diaspora. He recently spoke on Puerto Rico’s relations with the United States at Harvard Law School (An Unsettled Century of U.S.-Puerto Rico Relations, October 27, 2017) and Princeton University (Bankruptcy and Citizenship: Puerto Rico a 21st Century Colony?, October 20, 2017). He visited Cornell Law School in September to discuss Cuba’s Constitutional Moment; his article of the same name was just published in the Texas Hispanic Journal of Law and Policy. Last week, he appeared on a panel sponsored by UDC Law’s Latino/a Law Student Association to discuss the role of race and culture in tourism in Cuba.

Tomorrow at 3:30 pm, he will speak at American University Washington College of Law, as part of a symposium entitled “Salient Issues in International Commercial Arbitration.”
