M. Chris Riley is Policy Counsel at Free Press and advises the organization on legal matters related to policy, research and campaign work, and represents Free Press on issues before the FCC and Congress. Prior to joining Free Press, Chris worked as an Honors Program Attorney at the FCC, as a summer associate at Ropes & Gray, LLP, and as a legal intern at the Electronic Frontier Foundation. Chris earned a J.D. from Yale Law School and a Ph.D. in computer science from Johns Hopkins University.

Colin Sandy is Government Relations Counsel at the National Exchange Carrier Association (NECA), where he focuses on wireline issues for the nation’s rural telephone companies.  Colin received his B.A and Associate of Science Degrees in Communications, magna cum laude, from Oakwood College.  He received his law degree from Howard University and served on the Law Journal as Executive Publications Editor.  In 2000 he joined NECA.  Colin is a member of the New York State Bar, the District of Columbia Bar, the Federal Communications Bar Association and the National Bar Association.  He has been an active participant and leader in the FCBA.

Stefanie A. Zalewski is an associate at Mintz Levin practicing in the Communications and IT Section where she focuses on counseling competitive local exchange carriers (CLECs), Voice over Internet Protocol (VoIP) service providers, interexchange carriers, prepaid calling card providers, wireless providers, and cable companies. She received her B.A. in Political Communications from The George Washington University, and earned her J.D. from Catholic University of America. She also holds a Certificate from the Institute for Communications Law Studies and was a Lead Articles Editor of the Commlaw Conspectus - Journal of Communications Law and Policy.
