Paula Carmody was appointed People’s Counsel by Douglas F. Gansler, Attorney General of Maryland, and confirmed by the Senate in 2007.  She has extensive experience working on consumer issues with government agencies, including the Office of People’s Counsel, and nonprofit legal services organizations. Prior to her appointment, Ms. Carmody was an Assistant Attorney General in the Consumer Protection Division, Office of the Attorney General of Maryland, from 2004 – 2007.  While there, she was responsible for investigating violations of, and enforcing, Maryland’s Consumer Protection Act and related consumer protection laws.


Ms. Mattavous-Frye served in multiple capacities in the Office of the People’s Counsel prior to being nominated as People’s Counsel on July 11th, 2011. Most recently, she served as Deputy People’s Counsel from 2000 until April 2011. She has also served the agency as Director of Litigation, Energy Section Trial Supervisor and Senior Attorney. She has been admitted to the bars of the District of Columbia, the State of Maryland, the 3rd U.S. Circuit Court of Appeals, the District of Columbia Court of Appeals and the United States Supreme Court.
