On Thursday, September 15th constitutional expert Bruce Fein will join Johnny Barnes, Executive Director of the ACLU of the Nation’s Capital, at the University of the District of Columbia David A. Clarke School of Law to discuss war powers abuses and how those abuses have encroached on civil liberties in America.

Bruce Fein is a former Associate Deputy Attorney General under President Reagan who also served as General Counsel to the Federal Communications Commission. He has drafted constitutions for foreign governments, advised on presidential impeachments, and is an authority on war powers issues.

Johnny Barnes is Executive Director of the ACLU of the Nation’s Capital, and has spent almost a quarter of a century in various Congressional staff positions, serving as Chief of Staff to several Representatives. Mr. Barnes has championed efforts to amend the U.S. Constitution to enable voting representation to the District of Columbia and plans to publish a treatise on D.C. Statehood later this year.
