Class of '80 Watchdog Alumni Devine, Carmody in Post

Antioch School of Law Class of 1980 alumni Tom Devine and Paula Carmody were quoted in the Washington Post today in separate articles on Thursday, December 22.   

Carmody was quoted in "Board in Maryland Fines Pepco / $1million is 'Initial' Penalty." 

According to the Post:  

Consumer advocates praised the commission’s actions. "PEPCO has not met its responsibilities to provide safe and reliable service, and must change its ways,” said Paula M. Carmody of the Maryland Office of People’s Counsel.

Devine, a regular source for Joe Davidson and his Federal Diary column, commented on the US Department of Energy's practice of reimbursing contractors for charges racked up in legal battles against whistleblowers:

"DOE’s financial cushion for contractors to fight whistleblower lawsuits is unique, in GAP’s experience,” said Tom Devine, legal director of the Government Accountability Project, a nonprofit whistleblower advocacy organization. "The practice is so outrageous that in the 2005 Energy Policy Act, Congress passed a law requiring re-payment when there is a judgment against the contractor in whistleblower cases.”


Devine is the founding Legal Director of the Government Accountability Project, which hosts the School of Law's whistleblower protection clinic.  Carmody is the People's Counsel for the State of Maryland. She recently participated in panel at the School of Law with her counterpart, District of Columbia People's Counsel Sandra Mattavous-Frye, '83.
