Rochanda Hilligh-Thomas, '96 Wins DC Bar Jerrold Scoutt Prize

The School of Law is thrilled to congratulate alumna Rochanda Hilligh-Thomas, ’96, left, who has been chosen by the DC Bar Foundation to receive the coveted Jerrold Scoutt Prize, awarded annually to ”a full-time legal services lawyer who has demonstrated a career-long compassionate concern for his or her clients while exhibiting a high degree of skill representing them.”
After many years as its Legal Director, Rochanda currently serves as Executive Director for Advocates for Justice and Education, (AJE), a non-profit organization founded by her law school classmates Kim Jones and Bethann West in 1996 that supports children with special needs in large part by educating and empowering their parents. Prior to her 12 years with AJE, Rochanda worked with Neighborhood Legal Services Program for eight years, serving as Assistant Director of Legal Operations from 2002 to 2004.
Since 1993, the Scoutt Prize has been awarded 25 times and UDC Clarke School of Law professors and alumni have won it five times! Our Scoutt recipients include Jan May, ‘77 (in 2000) of Legal Counsel for the Elderly, longtime Juvenile Justice and Special Education Clinic Director Joe Tulman, MAT ’84 (in 2001), Rhonda Dahlman, ‘86 (in 2002) Legal Counsel for the Elderly, longtime Antioch and UDC-DCSL Housing Clinic Director Ed Allen (in 2006), Legal Counsel for the Elderly’s Shirley Williams, ‘82 (in 2009) and now Rochanda Hiligh-Thomas, ’96 (for 2017)!
