Abena McAllister, 3L, Drafts CPR/Defibrillator Bill in the Legislation Clinic

Each semester, students in the Legislation Clinic work with offices of the Council of the District of Columbia, performing a variety of legislative tasks, including research on D.C.'s and other jurisdictions' laws, drafting committee reports, assisting with hearings, and other assignments. Quite often, students in the Clinic get to write or participate in the writing of bills considered for introduction in the Council. An illustrative example occurred in the Fall 2012 semester when Abena McAllister, 3L, working at the office of Councilmember Yvette Alexander, drafted a bill titled the "Cardiopulmonary Resuscitation and Automated External Defibrillator Requirements Amendment Act of 2013." It would amend a 2000 law - the Public Access to Automated External Defibrillator Act - to initiate a CPR and AED program at DC schools. It would require the District to establish procedures for responding to medical emergencies involving cardiac arrest, ensuring that at least one AED is provided on-site at each District school and is readily available at each school athletic activity, conducting periodic inspections and maintenance of each AED, and ensuring that individuals trained in CPR and AED use are present during each school's hours of operation and during athletic activities.

In addition, the legislation would require that all coaches, coaching assistants, school nurses, athletic trainers, and team or game physicians employed by a District school have successfully completed an approved training program in CPR and use of an AED. On February 5, 2013, Councilmember Alexander, joined by Councilmembers Barry, Bonds, Evans, Graham, and McDuffie, introduced the bill Abena drafted, where it is currently pending in the Council.
