Joyce Stanley Batipps
Associate Professor of Law

Professor Batipps co-directs the HIV/AIDS Clinic, which allows her to follow her legal passion for securing the rights of the disabled, particularly those who are indigent. In addition to her clinical teaching, for which she was voted "Outstanding Clinical Faculty Member" by the Classes of 2003, 2006 and 2007, she has worked closely with others from the legal aid service community to prompt the District of Columbia government to provide interim disability assistance benefits to the city's poor as they await approval for Social Security disability benefits. The Social Security disability claims process can take years and claimants are often left without anything while they await a decision, as they are ill and cannot work. The interim assistance allows them to meet some of their mere subsistence needs.
An alumna of UDC-DCSL, Professor Batipps received the Dean's Cup for Outstanding Student Leadership and Service at her graduation from Law School in 1996. Directly after graduation she was a legislative assistant to the Honorable Hilda H. Mason in the D.C. City Council. She later established MedLaw Consulting in 1997, practicing in the areas of Social Security disability law and veteran's appeals, and providing consulting services to attorneys and the Pratt Monitoring Program. She also served as legislative consultant to Humphries & Brooks, LLC, advising on health care issues before the D.C. Council. In her previous profession, Professor Batipps was a hospital pharmacist.
Professor Batipps serves on the board of Our Place, DC. She is a member of the National Bar Association, the National Lawyers' Guild, AALS, CLEA, and the National Organization of Social Security Claimants' Representatives. She is a member of the bars of the District of Columbia, the State of Maryland, the U.S. Court of Appeals for Veterans' Claims, the U.S. District Court of Maryland and the U.S. Supreme Court.
Professor Batipps regularly makes presentations on Social Security disability law to the DC Bar Pro Bono Project, the Family Ties Project, and the Family and Medical Counseling Service. She currently is engaged in scholarly research to develop means and procedures for accommodating students with disabilities in the clinical legal setting.
Professor Batipps grew up in Washington, D.C. and attended Howard University. She is active in community and social organizations and is an active supporter of her two alma maters, Howard and UDC-DCSL. She and her husband have a grown daughter who is a professional artist.
