Louise A. Howells
Professor of Law

Professor Howells joined the faculty in 1992 and served as Director of Clinical Programs from 2002 to 2005. An expert in Housing and Community Development Law, she developed the Community Development Law Clinic, which she directs. She also teaches Torts II, Commercial Law and Real Estate Transactions.

Professor Howells began her career as a Legal Services attorney, specializing in employment and housing law. She was subsequently a fellow at the Georgetown University Law Center Harrison Institute for Public Law, working for the development of limited equity housing cooperatives in the District of Columbia. Following her fellowship, she accepted a position in the Office of the City Attorney for the City of Houston. As a city attorney, she developed programs for disadvantaged businesses and programs to promote and preserve low-income home ownership.

Professor Howells is a law firm mentor for the D.C. Bar Pro Bono Program, and a leader in community-wide efforts to develop legal strategy for tenant organizations in substandard buildings.
