Professor Kelly directed the School of Law's Low Income Taxpayers Clinic from 2007 to 2010. He has specialized in tax matters since 1991 when he accepted a position at the Internal Revenue Service. In 2003, he opened a private law practice in New York, specializing in commercial transactions for small businesses, tax matters, and applications for minority and women-owned business enterprises. As part of his pro bono activities, he directed a grant-funded low income taxpayer's clinic for three years. Professor Kelly has also taught graduate school courses at Adelphi University and business law and accounting at Queensborough Community College.
